1 Matthew Brown
Last Updated September 15, 2026. v3.
Matthew Brown is a former U.S. national security official who held top-secret clearances while working across the Office of the Secretary of Defense and the State Department. He gained public attention as a UAP whistleblower after writing the Immaculate Constellation report, submitted to Congress, which alleges that a secret government program involving recovered non-human craft has been illegally hidden from elected oversight.

The Immaculate Constellation report can be read here.
The following is drawn from Jeremy Corbell and George Knapp's interview with Brown on their podcast, WEAPONIZED.
1.0.1 What did he do?
Brown describes Immaculate Constellation as the least detailed of his disclosures — his own amateur all-source analysis of what the Department of Defense knew about UAPs, compiled after Congress solicited whistleblowers and offered them amnesty.
"Immaculate constellation is the attention grabber, but it's the one where there's the least amount of detail. So I basically conducted my own amateur all-source analysis of what the U.S. government, specifically the DOD, because that's what I had access to, knew about UAPs, and I collected that information and sought out a way to go to Congress because they asked and provided amnesty for whistleblowers." (WEAPONIZED Pt.2 2025, 26:52)
1.0.2 Government Secrecy
Brown attributes the government's secrecy reflex to institutional pride rather than strategy, arguing officials treat any admission of not knowing what a UAP is as an unacceptable sign of weakness.
"There's an infection in our security thinking, which is that they're primacists. They must be on top. To admit weakness is to admit defeat. To say you don't know what something is, a pretty big signal of weakness. There's not much humility and a lot of arrogance driving these responses more so than any strategy." (WEAPONIZED Pt.3 2025, 35:40)
1.0.3 Reprisals
Brown describes both firsthand and secondhand accounts of retaliation at certain agencies against anyone who mentions specific whistleblowers by name, saying David Grusch's name in particular could get someone fired.
"Both firsthand and from hearing from friends and connections. The screws were tightened and certain agencies, you're not allowed to mention certain whistleblower's names or you'll be fired immediately. [Edit] Yeah, you can pick up on that vibe real quick." (WEAPONIZED Pt.1 2025, 28:20)
Later:
Corbell: "So what do you mean if you mention certain whistleblowers? Who?"
"David Grusch."
Corbell: "You can't mention David Grusch in certain professional settings or you are fucked?"
"Yeah, if you're not fired, you are in for a very rough time is my understanding."
Knapp: "Elizondo?"
"You know, I didn't hear Elizondo as a no-go word. [Edit] That specific example, I heard from a friend at that agency, that was essentially the word of mouth from management. Nothing written in paper, nothing in emails, but from what it sounds like people got a conversation with their leadership and were told as much as we just got over. His name was absolutely the first-hand experience sort of radioactive in the chat rooms. It would either all of a sudden these people that never participate are there really slamming him and slamming the people talking about him." (WEAPONIZED Pt.1 2025, 29:18)
1.0.4 UAP Sightings at Nuclear Facilities
Brown describes UAP sightings at nuclear facilities as typically unremarkable in scale — most no larger than a small aircraft, usually appearing as featureless orbs on infrared or FLIR sensors with no visible flight-control surfaces or conventional propulsion.
"So, I mean, nothing too dramatic when it comes to like these facilities. A lot of times it's, it's, it's, you know, it's hard to always judge the size but I'd be surprised if it's bigger than a Cessna, probably something somewhere in between, whether it's white or silverish or if you're looking through different sensor apparatus. It'll, you know, look like whatever hot or cold is but usually orbs around these facilities, sometimes things that look a bit more irregular but the vast majority being orbs. I mean, the world's been exposed to some of this. There's been a clarification to the general public about what are you seeing when you're seeing infrared or FLIR. It takes some translation. There are people that focus on that and like they can read that but basically you're looking at things that don't have flight control surfaces, that don't have traditional propulsion." (WEAPONIZED Pt.1 2025, 25:24)
1.0.5 Immaculate Constellation: The Document
Describing the contents of a briefing deck titled "Shriver War Game," Brown says its second slide identifies Immaculate Constellation as an unacknowledged special access program established after Luis Elizondo's 2017 exposure of AATIP.
"There's just a generic title slide. There's a banner without classification markings that just says Immaculate Constellation and it has a placeholder slide that shows like the Shriver Airbase logo and some logos of the units involved, but at that time I believe it would have still been like Air Force Space Command adjacent. So still, nothing particularly stunning. I think the name at the top probably just the name of the exercise. So the next slide though is where it gets interesting because the face of Lou Elizondo is on that next slide and I was not who I was expecting to see and it was accompanied by text. To summarize, please have some grace with me. It's been seven years, but it was saying that Immaculate Constellation is an unacknowledged special access program established after the exposure of AATIP in 2017 by former USDI officer Lou Elizondo and that's the gist of that first slide." (WEAPONIZED Pt.1 2025, 33:05)
1.0.6 Immaculate Constellation: Mission
Brown says the document describes the program's mission, at minimum, as a global intelligence, surveillance, and reconnaissance effort covering UAPs and craft the document labels with an acronym he recalls as either RV or ARV, tasked with collecting sensor data across the military intelligence enterprise for both analysis and operational use.
"But based on the information included in there and its description the mission becomes apparent and that is a bare minimum. It's the intelligence, surveillance, and reconnaissance mission of a global nature for UAPs and ARVs. The hesitation there is some time has passed. One of those acronyms is in there either RV or ARV and that is how the triangle in this case was labeled." (WEAPONIZED Pt.1 2025, 38:02)
Later:
"I don't know about to provide briefings but definitely to collect data from the military intelligence enterprise specifically and the sensors associated with that and yes to collect that data centralize it and have it there for presumably both analysis and you know operational needs." (WEAPONIZED Pt.1 2025, 43:33)
1.0.7 Immaculate Constellation: Triangle Example
Brown describes a still image in the document showing a large black triangle hovering directly above several Russian naval intelligence vessels in the Pacific, apparently unnoticed or unremarked upon by the vessels below despite what would ordinarily be treated as a hostile approach.
"So the next slide the third slide about just jumps straight into the the mission of the sap and showing what apparently the results of that mission are and it's a collection incident in the Pacific Ocean. The subject of collection is several Russian naval intelligence vessels in the middle of the ocean at night and above those vessels is a large black triangle floating in the air. This is a still image but it is a color." (WEAPONIZED Pt.1 2025, 36:50)
Later:
"...assets were there in area of monitoring Russian naval vessels. Not sure what they're doing there but they've been hanging out in the middle of the ocean in this place apparently for a few days. Keep an eye on him. And this night while they are observing the Russian vessels a large black triangle materializes or decloaks or something. The point is is it did not move. It appeared above the directly above these ships probably no more than 200 meters pretty close. And interestingly as noted in the report itself there is no visible reaction from these vessels from what would almost certainly be considered a hostile approach." (WEAPONIZED Pt.1 2025, 39:48)
1.0.8 AARO and Rubio
Brown says his reaction turned to alarm reading a transcript in which Sen. Marco Rubio presses Sean Kirkpatrick on a decades-old "legacy program," an exchange he says convinced him both that the phenomenon is real and that its cover-up runs inside Congress's own oversight process.
"My blood ran cold of specific point in that transcript where Mr. Rubio is discussing the legacy program. This was a subject of direct discussion with Sean Kirkpatrick in these meetings. And based on Mr. Kirkpatrick's replies about as vague as they were, but unable to escape the truth of the legacy program. Mr. Rubio's response was, well, what the hell is the executive branch doing? Have they been running this for 60 years without congressional oversight? I might be paraphrasing a little, but that's near enough verbatim. And I saw that line and I basically closed that file and had a pretty sleepless night."
Knapp: "You said your blood ran cold, meaning you're pissed. You're spooked. Scared. What is scared? Scared for your country?"
"I just think in general, it's like I don't know. There was nothing associated. It was just like immediate. [Edit] Oh, fuck. Yeah, at that point, I definitely knew the phenomenon was absolutely real. I knew we were tracking it. I knew we had lots of resources on it for some time. But getting to that final step in the ladder, it seemed like, oh, and the cover up is real and it's inside the house." (WEAPONIZED Pt.2 2025, 16:05)
1.0.9 Having his Report on the Congressional Record
Brown says the submission of his report to the congressional record caught congressional staff by surprise, describing a degree of private satisfaction in watching unelected staffers scramble once the report's tightly held distribution became public.
"There was a bit of a personal pleasure too. I at the very least got to see someone else be scared for once."
Corbell: "Who was scared?"
"Not the bosses of the people who interfere in Congress, but the minions themselves because their bosses didn't tell them what was going to happen."
Corbell: "Can you dive a little deeper into that?"
"Well, by all appearances, both behind the scenes and in front of them, the submission of this report onto the congressional record and its announcement caught people by surprise. Its distribution was allegedly very tight. And these unelected members on these congressional staffs that get to set the agenda for our elected leaders had to scramble and adjust in real time. They panicked." (WEAPONIZED Pt.3 2025, 13:29)
1.0.10 Overview of Brown's Report
Brown summarizes his own report as the product of a multi-year internal investigation drawing on non-public Executive Branch data, then walks through what each of its six sections covers.
"This document is the result of a multi-year, internal investigation..." and "The data consulted during this investigation, and summarized in this report, originate from non-public data held within the Executive Branch of the United States Government (USG)." (p.1)
Section 1 of the document discusses the immaculate constellation program.
Section 2 discusses nine pieces of imagery intelligence of UAPs which Brown identified on USG servers.
Section 3 discusses HUMINT databases and states "this section is directly informed by reviewing over 400 defence HUMINT reports on encounters with UAPs/UFOs by USG personnel spanning from 1991 to 2022. It must be noted that this dataset is not exhaustive - other HUMINT data sources exist which are omitted from this analysis."
Section 4 refers to Browns' examinations of "internal records of AARO and DoD interactions". It also states, "...additional internal records confirm the claims of Mr. Lue Elizondo regarding AATIP/AAWSAP's mission, activities, and findings. Additional documents support the exceptional character and credibility of Mr. Elizondo, These non-public documents include letters of commendation, service award nominations, performance/promotion reviews, archived email chains, and AATIP/AAWSAP program briefings which directly corroborate the public statements of Mr. Elizondo. These records also provide additional insight into the activities of AATIP/AAWSAP, the evolution of the program's findings, and its interactions with senior DoD leadership. Finally, these records provide insight into highly classified and suppressed areas of scientific research and technology development, derived from the study and exploitation of UAP and NHI technologies."
Section 5 discusses NSA report G/00/162-78 which Brown was able to access.
Section 6 discusses SIGINT and states "a substantial body of sensitive signals intelligence collected from peer and near-peer countries demonstrate foreign awareness of UAP events occurring over their sensitive military and intelligence facilities".
